Jeff was appointed as the Associate Vice Chancellor for Academic Planning and Budget in January 2016. Prior to joining UCLA, Jeff served in a variety of leadership roles in different educational and nonprofit institutions. He worked at Stevens Institute of Technology, Teachers College at Columbia University, and New York Institute of Technology. After his time working in higher education, Jeff served 15 years at the New York Public Library, taking on roles including the VP for Budget, VP for Strategic Planning, and most recently the VP for Finance.
Jeff earned his bachelor’s degree from the University of Massachusetts, Amherst and master’s from the Rutgers Graduate School of Management.

Suzanne began working at UCLA for the Office of The Vice Chancellor for Research in 2007. She then joined Academic Planning & Budget in 2013 and currently serves as Deputy to the Associate Vice Chancellor. Prior to joining UCLA, her career encompassed the legal profession and corporate finance. She fully supports UCLA in developing strategic initiatives that strengthen both the campus and community and is a strong advocate for quality public education. Suzanne is a proud alum of UCLA earning her BA in History, with a specialization in African Studies.

A lifelong LA native and proud Bruin (class of 2009), Keith joined the APB team in November 2018. Prior to returning to UCLA, Keith was the Controller and Director of Business Services at Whittier College and was previously a manager in the audit practice at KPMG. He has spent his career focused on the higher education industry and is committed to supporting UCLA’s mission and values.

Elisabeth Pilcher accepted the role of Associate Director of Budget Administration in 2017. Prior to coming to UCLA, Elisabeth was the Assistant Director of Financial Planning and Reporting in the Office of the President and Provost at Harvard University. She has over a decade of experience in financial planning, reporting, analysis and accounting in the area of higher education.

Stephen joined APB in July 2018. He earned his BS in Finance with a minor in Economics at Northeastern University. Stephen originally joined UCLA in 2013 at the CFS Payroll Dept., and spent two years in sponsored research performing financial analysis for the School of Medicine at both UCSF and UCLA. He holds an enthusiasm for leveraging technology to influence and improve public policy. His exposure to fund accounting feeds his interest in offering fiscal transparency to nonprofit organizations. He serves his time devoted to enlightening others on the fundamentals of finance and in strategic management of the firm.

Originally from Ann Arbor, Michigan, Rebecca traded in snow boots for year-round running shoes. She is committed to public higher education and working on institutions’ financial challenges while fulfilling a commitment to their mission. She feels fortunate to be working at UCLA as part of a campus community that is dedicated to its students, faculty and staff. Rebecca has previously worked with Indiana University, where she also earned a PhD. She earned a Bachelor's and Master's from University of Michigan and remains a Michigan football fan.

Ellen Hermann has served as a Senior Strategic Planning Analyst with UCLA’s Office of Academic Planning and Budget since 2016. She has worked in non-profit strategic planning for the past several years, and served as a financial consultant prior to that. Ellen earned her MBA from the UCLA Anderson School of Management and her bachelor’s degree from UC Berkeley.

Nike Noack has served in the role of Senior Strategic Budget Analyst since 2017. Prior to accepting the role with UCLA, she spent over a decade working in various finance, budget, and accounting capacities in the non-profit and government sectors. Nike earned her master’s degree in Business Administration and Finance from California State University, Stanislaus in 2017.

Ty joins UCLA with Corporate Financial Planning & Analysis, Corporate Business Planning, and project management experience in healthcare, engineering consulting, and community development financial services. Prior to joining UCLA, Ty held senior analyst roles, supporting Corporate Finance and Project Management Office (PMO), for NorthBay Healthcare, CBRE, and MWH Global now Stantec. Ty holds a BS from the University of La Verne.

Cathy began her role as the Hyperion Planning Analyst in 2016, and is grateful for the opportunity to serve as the C-BIG resource at her alma mater. Previously, she was a consultant at an award-winning consulting firm that specialized in Oracle Enterprise Performance Management products, including Hyperion Planning, Essbase, and Oracle Cloud. She has experience in application development, technical support, and project management; and has co-authored one of the very first Oracle Cloud technical reference books on Oracle Planning & Budgeting Cloud Service.

A proud triple Bruin, between 2000-2008 Adam earned his BS in mathematics, MS in biostatistics, and a PhD in statistics from UCLA. Prior to his return to campus, Adam held leadership positions at Autodesk and Experian Marketing Services where he managed data science teams focused on understanding customer behavior and delivering innovative data-driven solutions to help inform decision making across these organizations.

Albert Biscarra joined APB as Assistant Director of Institutional Research in May 2017. He has worked in institutional research at UCLA since 2011. Albert seeks to further the mission of APB as a chief data resource both for the campus and externally through supporting data-driven analyses that empower strategic business decisions and new ways of evidence-based decision-making, as well as through forging strong working relationships with colleagues across UCLA and beyond. Albert attended UC Irvine for undergraduate and UCLA for graduate school.

Cecilia Zhang has served as the Assistant Director of Data Science and Institutional Research at APB since June 2017. Before she joined UCLA, she has been involved with institutional research, business intelligence and advanced analytics in various institutions of higher education. Cecilia earned her Ph.D. in Sociology from the University of Pittsburgh and her research focused on the impact of labor migration on regional income inequality using panel data analysis.

Sira joined APB as Assistant Director of Data Analytics in April, 2019.
Prior to joining UCLA, she was a Senior Associate, Information Management at Prudential Retirement where she managed the company’s various business intelligence needs. Sira received an AA from the College of the Sequoias, then earned a Bachelor of Science in Kinesiology from California State University Northridge and a Master in Business Administration from Pepperdine University’s Graziadio School of Business. Sira also teaches computer science classes at Santa Monica College. She is a certified yoga instructor and practices daily. Sira is proud to be part of the UCLA family.

Nicole joined UCLA in 2017 after studying Bioengineering at UC San Diego and earning her MS Analytics at Northwestern University. Before moving to Los Angeles, she spent several years in San Francisco building data science / advanced analytics products at Autodesk and consulting on analytics projects. She is currently pursuing her MBA at the UCLA Anderson School of Management.

Chloe Reynolds joined UCLA in 2013 and has managed APB’s database development since 2017. Her background includes 17 years of designing data analytics pipelines, having served as the Senior Data Engineer for Sprint's Advanced Analytics Research Lab; the Data Architect for the National Science Foundation Nuclear Forensics Project; and Global Strategy Business Intelligence Analyst at Electronic Arts. Her work enables delivery of actionable insights to executives and clients. Chloe earned her Master of Information Management and Systems degree from UC Berkeley, with a focus on data analytics.

Lydia Coleman joined UCLA as Director of Strategic Initiatives for APB in 2017. Lydia has over a decade of experience in strategy, operations, and finance, having previously worked at DaVita Inc., McKinsey & Company, and a mid-market private equity firm in Palo Alto. Lydia earned her bachelor’s in Finance at the University of Notre Dame, and her MBA at Northwestern’s Kellogg School of Management.

Bob has an extensive background in management consulting and start-up companies. Prior to UCLA, Bob served in management roles at Tickets.com, idealab, and the Global Dryland Alliance. He also worked at the management consulting firm McKinsey&Company on projects for retail and internet companies, and non-profits. He has also been involved with Social Venture Partners, which empowers leaders of non-profits to make their organizations more effective and to best present their organization's mission in a compelling manner.

Prior to joining the APB in 2017, Homa worked in local government and with CityGrows, a seed-stage govtech startup. Previously she worked with UCLA's California Center for Sustainable Communities. She also has experience as a consultant with the Boston Consulting Group and in microfinance with Grameen Foundation. She earned a Bachelor's in Spanish from Bowdoin College and an MBA from Wharton.
